I suspect that this location has something to do with layer related research. The note on the computer sounds like a conversation between two researchers or scientists. It touches on the same topics as the notes found in sub8 (the geotags one, in particular) and likely takes place between the same two people (who are probably members of the research team under Murtaugh's employ). The blurry images on the telescopes must be something layer related (the blurriness being some sort of symbolism of M's ability to exist in multiple layers).
So, "Layer research outpost"? "Layer monitor"? "Layer observation"? "Layer" -something. Or "dimension" -something.
Also, "BRK." Is it short for a Polish word relating to layers or research?

BRK kinda sounds like it's "Brick" But you may be right. Also, it may have been Liz on that computer. And the message is someone telling her Mur is always watching. Hm... Maybe if those images weren't so blurry, it would be easier to tell.

In Submachine 9, when you are in the mover retrieving the wisdom gems, if you switch to any layer other than the third, the screen will go black with only the karma portal back to the temple visible. The message on the screen in this location reminds me of that. And since Mateusz added this location only a month before he released Submachine 9, it probably wasn't a coincidence.
